Specialist, PCA and Network Relations

Working in a team environment, position will increase NACHC’s internal knowledge of operational implications of federal and state implementation of accountable (outcomes based) care platforms and work to improve NACHC operational response.  Position will collect, synthesize and present field information through robust written and verbal communications with Primary Care Associations (PCA), Health Center Controlled Networks (HCCNs), Health Centers, and additional key external partners (ie – managed care organizations, HRSA national training and technical assistance partners).   Particular emphasis will be placed on assessing successful new care delivery models and how to replicate in specific state or payer environments.

Primary Responsibilities

Position’s goals are to:

  • Advance and support Health Center participation in clinically integrated networks, value based contracting and care delivery in each state
  • Increase knowledge of value-based care through federal program tracking (ie: CMS), strategic analysis of information and nurturing robust relationships, as exemplified by an increase in peer sharing of promising practices


  • State Level Activities:  Responsible for oversight and updates to NACHC’s integrated state database by coordinating with all relevant NACHC departments.
    • Combine data from all NACHC Divisions regarding state governments, managed care relations, transformation status and other related activity.
    • Produce regular reports and graphical representations summarizing activity trends and new issues.
    • Focus on governance, strategic partnerships/relationships, organizational structures as well as clinical and financial results from new care delivery models. 
    • Work directly with Health Centers, PCAs and Networks to answer general questions and guide them toward appropriate accountable care solutions
    • Provide research-based expertise on clinically integrated network responses, particularly the creation of platforms (generally IPAs, ACOs and MSOs)
    • Research Health Center led  ACO models (ie - MSSP, APM)
    • Support special projects focused on state-level capacity and value-based payment and care delivery



  • Internal Relationships and Transformation
    • Work with NACHC Federal and State Affairs Departments to understand regulatory/legal changes in states to assure training and technical assistance provided by the Department is aligned with field needs.
    • Work with all NACHC Departments and Divisions to share information and support coordination of appropriate responses to field issues, with emphasis on  working directly with Clinical Affairs Division to ensure integration of information related to clinical and quality outcomes.
  • Advance state-targeted training deliverables under grant and/or cooperative agreement awards to NACHC, including:
    • Identify, write and promote promising practice documents and other resources (including education sessions, trainings and webinars).
    • Working with NACHC’s Director of Governance Training, support programs to improve Health Center Board’s knowledge of accountable care and related governance issues.
    • Support the annual New PCA CEO and HCCN Senior Manager NACHC Orientations, as well as orienting other external partners and staff to NACHC
    • Support for the NACHC-PCA TTA Advisory Group.


  • General/National Level Activities:
  • Enhance agenda preparation, summary notes, action item follow up with support to NACHC cohort convenings, including the regular HCCN Task Force and PCA Leadership Committees
  • Project manage the preparation, coordination and implementation of the PCA/Network Conference, PCA/Network General Sessions and other conference and training events
  • Assures position relevant deliverables are met through collaboration with the internal implementation team for the HRSA Cooperative Agreement TTA work plan. .
  • Provide superior, professional customer service internally and externally through participation in NACHC organization improvement.
  • Develops strong internal and external relationships to assure transparency, continuity and focus on PCA, HCCN, Health Center and Member needs.
  • Produces required reports and analysis on a regular basis.
  • Provides input as requested to NACHC Departments on projects and products through ongoing PCA and HCCN data collection, assessment, environmental and trend analysis.
  • Provide proficient technical hosting and technical coordination for webinar and other web-based events, in close coordination with content Directors, including pre-event planning, live event execution and post event debrief and wrap up.
  • Other activities as needed or directed.




  • Bachelor’s degree or commensurate work experience required. Experience in project management with legal/regulatory research highly desired.
